The 10th Street Bypass opened in time for the morning rush hour.
The bypass had been closed because of flooding.
The three rivers did not crest over the weekend as high as had been predicted. Yesterday, the rivers rose to about 23 feet, about 5 feet below what was expected.
The Allegheny River flooded the North Shore riverwalk, and Mon Wharf parking lot, which will might remain closed through tomorrow when the waters likely will have receded and the cleanup should be done.
