The Senate on Tuesday voted 78-19 to pass temporary extensions of unemployment and COBRA benefits, as well as surface transportation funding and other measures. The bill was blocked for nearly a week by Sen. Jim Bunning, R-Ky., causing gaps in payments. President Obama signed the bill late Tuesday.
