Q: Hi Ron, I'm sad to hear that backup QB Pat Devlin is transferring. I don't blame him, but it's mostly disappointing that he now will be going I-AA so he can still have 2 years of eligibility. This is a guy who was recruited by Miami and ditched them to come to Penn State. Why does the NCAA have a rule against a QB transferring to another I-A school without losing a year of eligibility?

MUSSELMAN: Doug, the NCAA has the rule for sitting out because if it didn't, players would be jumping back and forth all the time to other schools. The NCAA wants the player to pay a penalty if they decide to transfer because they're unhappy with their playing time, or unahppy with something else. Devlin will be missed, no doubt. Clark and fifth-year seldom-used senior Paul Cianciolo are the only scholarship quarterbacks on the roster for the Rose Bowl. And Clark is the only one for 2009 unless the Lions sign one in February.
