A fact-finder's recommendations for settling the contract impasse between the Port Authority and its bus-trolley operators are to be delivered today.
But the report from Jane Rigler, a retired Dickinson law school professor appointed by the Pennsylvania Labor Relations Board in July, apparently won't be available publicly for a while.
The authority administration and the leadership of Local 85, Amalgamated Transit Union, have said they won't release it before a review and vote. They have 15 days to act.
Local 85 President-Business Agent Patrick McMahon, who represents 2,300 hourly workers, said the union's executive board will consider the report after Labor Day.
