Pittsburgh Public Schools topped a long list of local districts operating under a 2-hour delay today as the coldest temperatures of the season gripped Western Pennsylvania, eastern Ohio and northern West Virginia.

The National Weather Service has issued a wind-chill advisory until 9 a.m.
Drivers should watch for scattered icy patches on bridges, ramps and highways. Those traveling to the east and north of the city should be aware of a winter storm warning in effect this morning for Erie, Crawford, Clearfield, Cambria and Somerset counties.
As of last night, about 1,400 Duquesne Light customers were still without service in Hampton, Shaler and Penn Hills after gusting winds during the day downed trees and power lines.
Joseph Vallarian, a spokesman for Duquesne Light, said more than 14,000 customers lost power as the strong winds swept through the area yesterday morning.
The National Weather Service said wind gusts in the Pittsburgh area reached 51 mph yesterday.
More chilling temperatures are expected today, with a predicted high of only 18 degrees, which, when factoring in the wind chill, feels like 17 below zero.
The National Weather Service said such conditions threaten frost bite and can lead to hypothermia if residents fail to take the necessary precautions, including hat and gloves for outdoor travel.
