Bethel Park
Council approved the major land development application for the new headquarters of Tri-Community South ambulance service, 5480 Progress Blvd. Groundbreaking is expected in March. The building will house offices, garages and a meeting room.
Castle Shannon
Council passed a $5.8 million budget that holds the property tax rate at 7.38 mills. A mill in the borough generates $288,000.
Complying with a consent order to improve sewers pushed the budget $450,000 over this year's spending.
Ted Kirk, a Democrat who served on council for more than 30 years, has resigned, citing health reasons. He was not present at Monday's council meeting.
The borough is accepting applications until Dec. 23 for Kirk's position. He has one year left on his term.
Council's Dec. 20 meeting has been canceled. Council will meet Jan. 3 to pick Kirk's successor.
Mt. Lebanon
Commissioners approved several traffic safety measures Monday.
They include crosswalks at Jefferson Drive and Hemlock Street; stop signs on the northbound and southbound approaches of Poplar Drive at Jefferson Drive, and a stop sign and crosswalk on Akron Avenue at Ralston Avenue.
Additionally, at the request of the PTA juvenile protection committee, three signs prohibiting parking from 8:15 to 8:45 a.m. on schooldays will be installed on Ralston Avenue in front of Lincoln Elementary School.

Mt. Lebanon
The board unanimously promoted Joan Zacharias to principal of Jefferson Middle School Monday night. She replaces Maggie Allison, who resigned to spend more time with her family and teach part time at Washington and Jefferson College.
Zacharias has been assistant principal at Jefferson Middle School since 1998. Jim Willison Sr. will be acting assistant principal while the district searches for a replacement.
Board member Ron Hoffman was absent.
Pupils at Washington Elementary School will be moved to classroom trailers in March during the school's renovation. They will move back to classrooms when school starts in September. Washington must be vacated during renovation because of its complicated layout, said Robert Hennessey, of Turner Construction, which is managing the project.
Upper St. Clair
The board elected Angela B. Petersen president and Jeffrey W. Joyce vice president at its reorganization earlier this month. Petersen previously was vice president.
